Mansa Man Charged Over Alleged TikTok Harassment Against President Hichilema

A 38-year-old man of Mansa District has been arrested and charged with harassment using electronic gadgets after allegedly circulating a video on TikTok containing insulting and indecent language against President Hakainde Hichilema.

The Zambia Police Service identified the suspect as Kennedy Mwansa of Musaila Junction, a tailor by profession. Police say the matter was reported on September 9, 2026, at Mansa Central Police Station after a video clip allegedly targeting the Republican President and Commander-in-Chief of the Defence Force started circulating on the social media platform.

According to Police, investigations and analysis of the video led to the identification and apprehension of Mwansa. A mobile phone allegedly used to record and upload the video has since been recovered and secured as an exhibit. He has been charged with Harassment Using Electronic Gadgets (Computer/Computer System), contrary to Section 22(1) of the Cyber Crimes Act No. 4 of 2025.

In a statement, Zambia Police Service Assistant Public Relations Officer Timothy Malumo said the suspect is currently in police custody awaiting court appearance.

“Members of the public are further reminded to exercise responsibility and restraint when creating, sharing or disseminating content on digital platforms,” Mr Malumo said.

The Police Service has cautioned members of the public against abusing social media platforms to harass, insult, demean or infringe on the rights and dignity of others.

“The Service remains committed to enforcing the law firmly, fairly and professionally, while safeguarding the rights and dignity of all members of the public,” Mr Malumo added.

The Cyber Crimes Act provides a legal framework for addressing offences committed through digital platforms, as authorities continue to encourage responsible use of social media.
