Luapula PS Calls For Results-Oriented Approach To Government Programmes

Luapula Province Permanent Secretary Prudence Chinama-Kangwa has called on public officers to strengthen implementation, accountability and coordination in the delivery of Government programmes and investments, with emphasis on achieving measurable results.

Speaking during the Third Quarter Provincial Development Coordinating Committee, PDCC, meeting in Mansa, Ms. Chinama-Kangwa urged public officers to move away from a laissez-faire approach to work and focus on translating Government policies, programmes and investments into tangible development outcomes.

“Performance should be demonstrated through results that improve the lives of citizens,” Ms. Chinama-Kangwa said.

She also called for enhanced coordination in implementing the 10-10-5-3-3-1-1-1 Grow Zambia Agenda, urging the Province to harness its potential in agriculture, fisheries, tourism, mining and energy to contribute to national development.

Ms. Chinama-Kangwa reported that as of September 10, 2026, the Food Reserve Agency had purchased 3,161,326 50-kilogramme bags of maize valued at one point zero nine six billion kwacha.

She said 328.2 million kwacha had been paid to 15,575 farmers out of 59,529 farmers captured under the programme.

The Permanent Secretary also highlighted the 50-megawatt Mansa solar substation at Mabumba, valued at approximately 48 million kwacha, saying the project is expected to benefit more than 20,000 households and contribute to the Province’s energy capacity.

Ms. Chinama-Kangwa further stressed the need for investment pledges exceeding 11 billion kwacha generated during the 2026 Luapula Investment Expo to translate into actual investments, employment opportunities and tangible benefits for the people of the Province.

She urged public officers to provide accurate and timely information on Government programmes and initiatives to help counter misinformation and ensure citizens are adequately informed about development interventions.
