Have a calculated arrogance to drive development-Chief mumena
Kasempa, October 31, 2018 Chief Mumena has called on traditional leaders in North-western province to have a calculated arrogance that will drive development.
Chief Mumena said traditional who assign development strategies to the wind to make decisions will not develop at all and as such districts will lag behind.
He said development requires a coordinated leadership with a vision to attract the right investors who can agreeable to the terms of investment in the country.
Chief Mumena was speaking in an interview concerning the mining wrangles that have persisted for years in Kasempa district.
He urged chiefs in Kasempa to be coordinated and have vision that will help in identifying investors that are pro development and are ready to work with set agenda.
He cited that lack of leadership and coordination between the traditional leaders and government have led to wrangles at Katoka Mema gold Mine located north-east of Kasempa.
He said Kasempa district is rich in mineral resources but if leaders are not careful, investors will take the resources and leave without any meaningful development due to lack of coordination and vision.
“Katoka mema mine is a sorry sight, no one is in the lead, there is no coordination, investors are coming in with their resources and leaving with our resources,” he complained.
He has since appealed to all the authorities that regulate mining in the country to address the issues surrounding the mining sector in Kasempa.
Meanwhile chief Mumena has called on government not to experiment with taxes but should stick to what works for the betterment of the country.
Chief Mumena says Zambia is a sovereign state and should not make taxes to only to attract investors but must be consistent by letting investors come in on the set terms.
“It begins with Zambians to know what kind of development agreement we want then provide the terms to investors, development must be so tight that investors must come in on our terms”, he said.
He noted that it was immoral for investors to get and not give back to country which is providing the resources.
“It is immoral for investors to milk Zambia dry without paying back taxes,” he said.
