Cabinet Endorses Strategic Framework to Modernize Library Services Nationwide

Government of Zambia has officially approved the National Library Policy, marking a significant step toward enhancing access to quality library services for all citizens, in a landmark move aimed at revitalizing the country's information and learning infrastructure.

The policy was approved during the 16th Cabinet Meeting, held on Friday, 29th August 2025 and chaired by President Hakainde Hichilema.

According to a statement issued by Minister of Information and Media, Cornelius Mweetwa, who also serves as the Chief Government Spokesperson, the policy is designed to position libraries as central pillars of Zambia’s educational, social, and economic development.

Mr. Mweetwa states that the key objectives of the National Library Policy include improving the coordination and management of library services, promoting inclusive and accessible learning environments, strengthening the national reading culture, and supporting lifelong learning and national development.

He explains that for many years, Zambia’s library sector has faced challenges such as limited access, outdated infrastructure, and constrained professional development. 

Mr Mweetwa says the new policy aims to modernize library operations and ensure that library services are better aligned with the demands of contemporary society.

He reveals that government views this development as a strategic investment in human capital, with libraries playing a vital role in bridging information gaps, fostering literacy, and empowering communities across the country.

Mr Mweetwa further notes that the implementation of the policy is expected to catalyze efforts toward building a more informed, connected, and educated Zambia.
