ZAMBIA CORRECTIONAL SERVICE LAUNCHES 2026 SERVICE CHARTER.
The Zambia Correctional Service has officially launched its 2026 Service Charter during a consultative meeting held under the theme “Embedding Smart, Value-Centered Principles in Institutional Performance and Service Delivery.” The event highlights government’s commitment to building a professional, accountable, humane and reform-oriented correctional system.
Officiating at the event, Minister of Home Affairs and Internal Security Jack Mwiimbu officially opened the meeting. He emphasized the need for results-based and data-driven leadership, calling for clear resolutions, timelines and accountability measures. Mr Mwiimbu stressed zero tolerance for abuse of authority and human rights violations, adding that since 2021 more than 109 former inmate cooperatives have applied for registration, with several already approved to support reintegration efforts.
Meanwhile, Commissioner General Frederick S.S. Chilukutu said the charter clearly states what the public should expect and commits the Service to transparency, timely responses, clear visitation guidelines and safe inmate environments. Commissioner for Administration Martha Ngoma said the charter strengthens accountability and improves overall service delivery.
The Service Delivery Charter outlines the standards the public can expect, the rights and responsibilities of clients, and the core values guiding daily operations. The institution’s vision is to become a smart and value-centered correctional service, with a mission to provide humane custody and correctional services that promote community safety and rehabilitation.
