Government Faces Rising Spending Pressures Ahead Of 2027 Budget

Government is preparing the 2027 National Budget amid increased pressure on public finances, with higher spending expected from the expansion in the number of constituencies, salaries, maize arrears and the possible impact of El Niño.

Secretary to the Treasury Felix Nkulukusu has called for prudent management of public resources as Government works to balance these competing demands.

Mr. Nkulukusu said Government will remain focused on economic stability, inclusive growth and the implementation of the Grow Zambia Agenda.

He said available resources must be used efficiently to improve service delivery and living standards.

Mr. Nkulukusu said the budget hearings will provide stakeholders with an opportunity to identify challenges and propose solutions as Government shapes its spending priorities for 2027.

Permanent Secretary Mwaka Mukubesa said total resources for 2027 are projected to rise by 7.4 percent, largely driven by increased domestic revenue.

Ms. Mukubesa said total resources are expected to reach 333 billion kwacha by 2029, while domestic revenue is projected at 290.1 billion kwacha.

She said the projections are based on expected economic growth of 6.9 percent and single-digit inflation, with expenditure also projected to increase by 7.4 percent in 2027.

Ms. Mukubesa said the increased spending is expected to support development programmes and strengthen domestic financing under the Grow Zambia Agenda.
