Former Finance Minister Katele Kalumba Arrested Over Alleged Cyber Offence

Former Finance Minister Dr. Katele Kalumba has been arrested and charged by police in Kabwe over an alleged cyber offence.

Zambia Police Service Public Relations Officer Godfrey Chilabi confirmed that Dr. Kalumba, of Chienge District, faces a charge of harassment under Section 22 of the Cyber Crimes Act Number 4 of 2025.

"Dr. Kalumba has been charged with harassment, contrary to Section 22 of the Cyber Crimes Act Number 4 of 2025," Mr. Chilabi said.

He explained that the matter was reported at Kabwe Central Police Station on September 10, 2026, by 29-year-old Albert Munjulunji. According to the complaint, Dr. Kalumba allegedly published and shared electronic content on August 11 that was intended to humiliate President Hakainde Hichilema.

"Following the report, police opened a docket and commenced investigations," Mr. Chilabi said.

Dr. Kalumba was apprehended in Chienge District on September 23 and was formally charged and arrested at Kabwe Central Police Station on September 24. He has since been released on police bond and is expected to appear in court soon.

Mr. Chilabi used the occasion to urge the public to be careful online. "We remind members of the public to use social media responsibly and respectfully," he said.

He acknowledged that freedom of expression is protected but said it has limits. "Article 20 of the Constitution provides for freedom of expression, but this right should be exercised responsibly, with due regard for the rights, dignity and reputation of others, as well as public morality," he said.

Mr. Chilabi added that police will provide further updates on the matter in due course.
