Education Minister Urges School Leaders to Champion Curriculum Reforms

Minister of Education Douglas Syakalima has urged Heads of Department (HODs) in schools to take a leading role in implementing education policies, emphasizing the critical role of educators in shaping Zambia’s future.
Speaking at the official opening of a capacity-building workshop at the National Science Centre in Lusaka, Mr. Syakalima reiterated the government’s commitment to transforming the education system through the shift from Outcome-Based Education (OBE) to Competence-Based Education (CBE).
“This change is not just about new terminology,” the Minister stated. “It’s about empowering educators to lead with purpose and prepare learners for real-world challenges.”
The workshop, attended by over 500 HODs from Lusaka Province, aims to equip educational leaders with the knowledge and tools to implement the revised curriculum by clarifying the differences between OBE and CBE, promoting competence-focused learning environments, supporting effective curriculum delivery, and encouraging assessment methods that reflect learners’ true capabilities.
Meanwhile, Professor Benson Banda, Director of the National Science Centre, emphasized the philosophical foundation of the new approach, stating that CBE is not a subject but a mindset focused on how the human mind engages with its environment to solve problems.
Also present at the event, Tezhi Tezhi Member of Parliament Twambo Mutinta applauded the Ministry for its progressive steps toward improving education delivery across the country.
The transition to CBE marks a significant step in aligning Zambia’s education system with the evolving needs of society, the economy, and the global landscape.
The Ministry of Education continues to prioritize capacity-building and leadership development to ensure a smooth and effective implementation of the new framework.
