Ecz Defends Proportional Representation Seat Allocation, Cites Legal Framework

The Electoral Commission of Zambia (ECZ) Chairperson, Mrs Mwangala Zaloumis, has explained the legal framework governing the Proportional Representation (PR) Electoral System, highlighting how seats are allocated to qualifying political parties.

Speaking during a media briefing on Wednesday, Mrs Zaloumis outlined the procedures followed by the Commission in distributing proportional representation seats, including the requirements political parties must meet to qualify for representation.

The proportional representation system is intended to broaden political representation by creating opportunities for women, youths and persons with disabilities to participate in governance.

Under the new electoral framework, 40 proportional representation seats are provided for in the National Assembly. These comprise 20 seats for women, 15 for youths and five for persons with disabilities.

The allocation of seats follows a prescribed formula based on the votes obtained by qualifying political parties, subject to the relevant legal requirements.

Mrs Zaloumis also explained the process through which political parties submit lists of nominees for the seats allocated to them. Parties are required to comply with the stipulated timelines and ensure that their nominees meet the eligibility requirements set out in the law.

The Commission's role includes receiving and verifying the submitted nomination lists to ensure compliance with the electoral framework.

The briefing comes as the country implements changes to its electoral system, with the ECZ seeking to clarify the procedures involved and address questions surrounding the allocation of seats.

The Commission has emphasised the importance of following the law in administering the electoral process, noting that political parties must comply with the established procedures to ensure a transparent and credible system.

The proportional representation framework is expected to contribute to broader inclusion in decision-making by providing designated representation for groups that have historically faced barriers to political participation.

The ECZ continues to engage the media and other stakeholders to provide information on the implementation of the electoral system and promote public understanding of the legal provisions governing seat allocation.
